The Professional Development Framework for Teachers
The TAFE NSW Professional Development (PD) Framework for Teachers was developed to provide a strategic framework for PD in Institutes and business units. The Framework guides the setting of priorities, plans and processes.
Each year, there is extensive consultation with Institutes, statewide centres and units on reviewing the content of the Framework and the setting of annual key strategic priorities. Teachers must be involved in the consultation process.

Institutes and state-wide business units are required to report annually against key strategic PD priorities. Responses are collated into an annual outcomes report.

Management of the Professional Development Framework
The Framework aims to support teachers in meeting learner needs, customising products and services and developing and maintaining their teaching, facilitation and assessing capability. The Framework is oversighted by the TAFE NSW Professional Development Strategy Committee (a sub committee of TAFE Peak Executive Group), which each year reviews currency of the Framework and achievements in the priority areas.
The role of TAFE NSW ICVET is to support both the TAFE NSW PD Strategy Group and it’s working group, the TAFE NSW PD Framework for Teachers Working Group. As a member of both these groups, ICVET facilitates the:
- development and maintenance of the framework
- identification of key annual priorities
- annual state-wide report on achievements and outcomes.

Brief history of the Development of the Professional Development Framework
As a government priority, the development of the PD Framework for Teachers was initially undertaken during 2003 by a Educational Strategy Group (ESG) Working Group , chaired by Director Western Sydney Institute, Gillian Shadwick. Members of the working group included representatives of Institute Directors, senior educational managers, organisational development managers, Training Divisions, teachers and policy and professional development managers.
During 2004, the responsibility for the Framework shifted to a newly formed TAFE NSW Strategic Professional Development Committee. This Committee took responsibility for implementation and ongoing development of the Framework. The Committee was chaired by the A/Assistant Director General TAFE Educational Services, Kim Fillingham and founding members included representatives of Institute Directors, Training Divisions, educational, policy, organisational and professional development managers and union.
In 2005, as part of a TAFE Peak Executive Review of committees, a smaller and more focused TAFE NSW PD Strategy Committee was formed with a TAFE NSW PD Framework for Teachers Working Group reporting to it. These arrangements have continued into 2006.
