Kim Fillingham, General Manager, TAFE Business
Keynotes
Kim Fillingham is a 2006 Recipient of a Fellowship from the Australian College of Educators. Kim has been recognised for outstanding and distinctive contributions in educational leadership in implementing strategies, policies and programs to ensure high quality education and training programs in secondary education, vocational education in schools, and technology in NSW classrooms. He has a wealth of experience in the school and TAFE sectors, including head teacher, leading teacher, Cluster Director, Assistant Director-General (Riverina Region) and the Director of TAFE NSW – Southern Sydney Institute and is currently General Manager TAFE Business.
During his period as Assistant Director-General, Kim had responsibility for major government priorities such as the Computers in Schools program, Technology Strategy development and the Technology Education Committee as well as liaison at the most senior levels with the Aboriginal communities and the NSW Aboriginal Education Consultative Group (AECG) Inc.
Kim worked from 1996 to 1998 as a consultant to the World Bank in The Gambia, West Africa. He was responsible for designing a new education system that included basic education for all children for nine years, a revised curriculum and examination system, extended teacher education and better opportunities for training and study beyond secondary school. He also advised on the restructure of The Gambia’s Ministry of Education.
As General Manager TAFE Business he has responsibility for the National Business Office, Corporate Marketing, Curriculum Development and Professional Learning through the International Centre for VET. This suite of responsibilities is designed to increase the commercial activity of TAFE NSW Institutes and to increase both recognition and reputation with major industry and enterprise clients as well as other Government agencies.
Chicka Madden, Metropolitan Local Aboriginal Council

Chicka Madden is a well respected memeber of the Redfern community and the Secretary of the Metropolitan Local Aboriginal Land Council. He is also Director of the Aboriginal Medicine Service, Redfern and is an Elder from Gadigal Country.
Marie Persson, Deputy Director-General, TAFE & Community Education
Keynote
Marie Persson was appointed Deputy Director-General, TAFE and Community Education at the end of 2005 and is the first woman in 115 years to fill this position. Her appointment followed her successful revamping of TAFE NSW – Sydney Institute, her management reforms as the Department’s Deputy Director-General of Organisational Development, and her extensive experience at the national level.
Marie has 20 years experience in vocational education and training and, as Director of Training Reform, was one of the original senior executives with the Australian National Training Authority (ANTA).
She has a Master of Education qualification from the University of NSW, is a Fellow of the Australian Institute of Management, the Australian Institute of Company Directors and a member of Women Chiefs of Enterprises International.
In 2003 Marie won the NSW Telstra Business Woman of the Year Award and the Australian Government and Community Business Woman Award.

Mark Callaghan, Chief Executive Officer, WorldSkills Australia
Keynote
MARK CALLAGHAN joined WorldSkills Australia (WSA) in October 2005 and was appointed CEO in November 2006. Mark is committed to continually improving all aspects of WSA’s core business – the competition process - to ensure that the WorldSkills Australia programs continue to be an essential element of skill development and contribute to Australia’s economic growth through recognition and promotion of world class skills.
Prior to WSA, Mark had extensive experience in operations and project management and major event operations. Previous roles include project management and general operations roles for the 2005 Deaflympic Games in Melbourne, the 2002 Manchester Commonwealth Games, the 2002 Olympic Winter Games in Salt Lake City and the 2000 Olympic Summer Games in Sydney. His most recent role was with the Office of Commonwealth Games Coordination working on the 2006 Melbourne Commonwealth Games.

Susan Hartigan, Institute Director, TAFE NSW, Western Sydney Institute
Keynote
Susan Hartigan holds the position of Institute Director of TAFE NSW – Western Sydney Institute. The Institute is located in the Greater Western Sydney region, the third largest economy in Australia.
In 2006, Western Sydney Institute delivered programs to more than 83,000 students providing industry relevant skills and knowledge through more than 1,000 vocational areas. These programs are delivered across seven Colleges located across the region and through TAFE NSW’s world class distance education provider, the Open Training and Education Network (OTEN).
Susan began her career as an English teacher in the school education sector and also taught for a number of years as a TAFE teacher. Susan has many years experience in educational leadership and management, gaining these skills in senior executive roles in TAFE NSW, including as Associate Director and Director Ultimo College at Sydney Institute.
Susan is currently a member of the TAFE NSW Accreditation Council and the TAFE NSW Recognition of Prior Learning Steering Committee. She has also held various positions undertaking projects in areas such as national and state project management, business development, organisational change management, corporate and strategic management.
Susan has a strong commitment to vocational education and training. She has a keen interest in strengthening relationships and alliances with industry, the community and other educational providers to ensure Western Sydney Institute’s continued contribution to the social and economic development of the Western Sydney region and the State
